Digital infrastructure and digital services for all

Digital services are more than technical tools – they are crucial to ensure that administration works quickly, easily and transparently for all Wiesbadeners. They make everyday life easier by making it easy to complete registrations, appointment bookings at the Citizens' Office or grant applications online.

Digital participation is more than just an internet connection – it is a prerequisite for equal opportunities and social participation. We Greens want all people in Wiesbaden to benefit equally from the opportunities offered by digitalisation. This means accessible offers, digital learning opportunities and support in the acquisition of skills so that no one is left behind.

We want to drive forward the expansion of digital infrastructure and smart services, because this will increase participation, efficiency and quality of life in our city. We rely on security, independence and open source solutions to protect data and avoid dependencies.

What Digital Infrastructure and Digital Services Policy Means to All of Us

Ensuring digital participation

All people must be able to benefit from digitalisation, regardless of income, age or origin. We want to make sure that no one is left behind.

Service digital, simple

Digital offers must be fast, user-friendly and uncomplicated – with a clear orientation towards the everyday life of citizens instead of official logics.

Using artificial intelligence responsibly

AI should make Wiesbaden smarter: through efficient management and better services. The following applies to us: Data protection, transparency and ethical standards always take precedence.

Sovereign and safe

We rely on open source, data protection and high IT security. As a result, Wiesbaden remains independent and resilient to digital risks.

Sustainable digitization

IT infrastructure and services should be resource-saving, climate-friendly and fairly procured. Sustainability is a guideline for every digital investment.

Shaping innovation together

Digitalization can only be achieved through dialogue. We promote open laboratories, smart ideas from urban society and participation in smart city projects.

What we want to do specifically in this area

Digital participation needs free access. We are committed to ensuring that Wiesbaden's parks, squares, youth facilities and educational institutions are equipped with free Wi-Fi so that everyone can benefit. In this way, we enable digital participation regardless of the budget and make the city modern, attractive and future-proof.

We want to bundle cultural, leisure and educational offers as well as digital services clearly in one place. Connected to the city website and other relevant services, ‘Alles Wiesbaden’ will become the digital heart of the city – informative, interactive and climate-conscious. The app is to be consistently expanded with further information and interaction possibilities.

We want to develop Wiesbaden’s digital administration services in such a way that they are accessible to all – user-friendly, multilingual and barrier-free. Forms and services are simplified, mobile devices are better taken into account and help offers are integrated. In doing so, we are creating an administration that does not exclude anyone and enables all citizens to deal with their concerns quickly and easily online.

Digital reminders avoid omissions, relieve administration and save time. We are committed to the introduction of a digital reminder procedure for expiring identity cards. Citizens are notified in good time by letter, e-mail or app and can submit their application early. This reduces stress, avoids omissions and relieves the administration, as short-term applications become rarer. At the same time, the service for all citizens is improving and the administration is becoming easier and more user-friendly.

We want to connect the Wiesbaden administration to the Germany-wide authority number 115. For example, citizens and businesses have a competent contact point for all government issues – from waste disposal to vehicle registration. This facilitates access, reduces bureaucracy and strengthens citizen service.

We want to set up permanent contact points for digital support in Wiesbaden – starting with a central first-level support in the town hall, where citizens receive uncomplicated help with the digital application process. In addition, training courses and workshops will be offered to strengthen digital skills. This tiered model facilitates digital participation, relieves local governments and ensures that no one is left behind by digital progress. Later, mobile teams will expand the range of services and provide support directly on site.

The city's services should be accessible digitally, quickly and unbureaucratically and make administration more user-friendly. With a digital-first approach, we rely on application-free, automated, digitized processes that save time and costs, increase service quality and still secure analogous alternatives.

We GRÜNE want to strengthen Wiesbaden's digital sovereignty through the prioritized use of open source software in Wiesbaden's administration. Proprietary systems will gradually be replaced by open solutions that can be flexibly adapted to local needs in Wiesbaden. In order to achieve this, we are committed to the necessary framework conditions: Training for employees and professional support in cooperation with regional IT service providers and universities. In this way, we promote innovation, avoid dependencies, create transparency, strengthen data protection and increase the digital sovereignty of our city - without leaving employees alone.

We want to consolidate urban IT processes and make them more efficient, both within Wiesbaden and in cooperation with other municipalities. The aim is to better interlink processes, to strengthen coordination between the offices and to avoid individual actions. In addition, we want to have the transfer of urban IT processes examined for potentials for the joint, centralized provision of services and processes in order to pool resources, reduce costs and increase operational security. Joint solutions with other municipalities create scaling effects, reduce costs and increase safety, performance and service quality. This makes Wiesbaden's administration more efficient and user-friendly.

We are committed to a consistent strengthening of IT security in Wiesbaden, including the development of modern protection systems, the execution of regular security audits and the continuous training of urban personnel in dealing with digital risks. In this way, we make the city's networks and systems more resilient to cyberattacks and ensure that sensitive data is reliably protected. Only with high IT security the digital administration remains trustworthy and Wiesbaden future-proof. The data of Wiesbaden residents must be securely protected.

Artificial intelligence offers great opportunities for administration and urban development. We want AI-powered systems to be used specifically in the administration where they create real added value for citizens in order to process requests faster, simplify services for citizens and use resources more efficiently. Transparency, data protection and user orientation are top priorities. In addition, we are committed to an AI competence center in Wiesbaden, which links administration, business and science and promotes innovative applications responsibly.

There are many ways to make the city smarter with digital means. With digital means, we want to make life in Wiesbaden smarter, more efficient and more livable - with participation, transparency and joint action. The best ideas come from dialogue. That's why we want citizens to be able to shape digital topics such as mobility, administration or sustainable urban development in workshops. We would like to politically support the Smart City ideas, which offer the greatest benefit for the city society, in their implementation.

We secure the financing of existing innovation locations such as the Zukunftswerk and want them to be expanded as integral parts of digital urban development. At the same time, digital laboratories and initiatives promote experiments, workshops and projects – for example during holiday periods or in schools – in order to inspire young people in particular early on in digital topics. We want to support that. We are also committed to creating low-threshold offerings such as a ‘digital café’ modelled on a repair café: Here, citizens can ask questions, work together on solutions or find out about new technologies. With these versatile test laboratories, we promote exchange, co-creation and innovation – and make digitalisation tangible for everyone in Wiesbaden.

What we have already achieved

The City of Wiesbaden has modernised its website to facilitate access to information and services. The site is barrier-free and offers content in 12 languages. In addition, content in easy language and German sign language will be offered to further increase accessibility.

In Wiesbaden, citizens have access to numerous urban services online. Registration certificates or certificates of good conduct can be applied for from the comfort of your home. Appointments at the Citizens' Office or for passports can also be booked digitally, which significantly reduces waiting times. The interactive city map makes it easier to find schools, daycare centres, sports facilities or parking lots and provides additional information on opening hours, offers and accessibility. Citizens always stay informed about apps and digital newsletters – for example about construction sites, transport or civil protection.

Cultural and leisure activities are also available online: Tickets for municipal theatres, museums or sporting events can be booked digitally, and virtual tours or events additionally expand the offer. Barbecue areas and townhouses in the city can also be conveniently reserved online.

Wiesbaden provides citizens and interested parties with comprehensive information about the city digitally. The Digital Statistical Yearbook provides detailed data and statistics, complemented by interactive maps and Excel spreadsheets, providing quick, transparent insight into all relevant urban metrics.

Since 2025, the Kids Fox app has been introduced in all 42 urban daycare centres. This supports parents and nursery staff in communication and organization. The application offers an automatic translation function in 27 languages.

The new Open Data Strategy will create a central platform in Wiesbaden by autumn 2025, making freely available data available to citizens, business and academia – a milestone for transparency and innovation.

The Freedom of Information Statute has been in force in Wiesbaden since January 2023. It provides citizens with uncomplicated access to official information and thus strengthens trust and democratic participation.

Since March 2024, the meetings of the City Council have been streamed live on YouTube. This makes local politics more transparent and makes it easier for everyone to access decisions.

The Opportunities Platform was launched as part of the WI WORK LIFE ⁇ Industry Skills Initiative in 2022. It offers citizens digital support in education, training and careers and facilitates access to job offers, further education and apprenticeships in Wiesbaden.

The training radar was introduced in 2025. Through this digital platform, companies can recommend suitable applicants who they cannot recruit for capacity reasons to other Wiesbaden-based companies. In this way, training opportunities in the region remain transparent and easily accessible.

The Forum Talent Initiative Industry was founded in 2022. It connects professionals digitally and supports companies in finding and promoting talent. At the same time, it facilitates professional exchange between industry, educational institutions and organisations in order to strengthen the retention of skilled workers in Wiesbaden.

Wiesbaden makes construction processes faster, more transparent and digitally accessible. Architects and builders submit building applications as well as applications for building permits and monument protection completely online. With the hybrid construction application since 2023, the digital submission of documents as a PDF is possible – paper copies are only required once more. At the same time, digital file access enables builders to view building files online and upload required documents directly. This makes approval processes much more efficient and convenient for everyone involved.
