In times of profound technological and societal changes as well as demographic change, Wiesbaden must be made fit for the future – at the same time, labour and skills shortages must be actively addressed.

We GREEN rely on the consistent digitization of administration and the expansion of citizen services, always according to our guiding principle: Reducing bureaucracy takes precedence over time-consuming digitization. Services should be barrier-free, uncomplicated and inclusive. Sustainability in IT, the intelligent use of existing data as well as the targeted use of digital tools and AI relieve employees and create freedom for the areas where human contact is crucial.

Our claim: Implement the digitalisation roadmap swiftly, review processes, modernise structures and offer citizen services digitally throughout from building applications to business registrations – for an administration that works efficiently, sustainably and closely to the needs of Wiesbaden residents.

Structures, processes and technologies are constantly being modernized. Digital tools relieve employees and create freedom for personal contact. Employees must be or become appropriately trained or qualified. This also makes the administration attractive for junior staff.

Digital services must be barrier-free and accessible to all, regardless of age, language or previous experience, so that no one is excluded from offers.

IT should be ecologically responsible: Energy-efficient systems, fair procurement and resource-saving digital solutions combine innovation with climate protection.

What we want to do specifically in this area

We want to further promote New Work in the city administration and thus establish modern and flexible ways of working. In addition, a service agreement on new forms of work and desk sharing is being developed. It creates the organizational framework for mobile work, desk sharing and digital collaboration to be introduced throughout the city in the future. Step by step, this creates an administration that is up-to-date, citizen-oriented and attractive as an employer.

The e-file modernises the administration: It speeds up processes, saves paper, enables location-independent access and ensures transparent processes. The e-file is the basis for mobile work. We support the departments of administration with tailor-made e-file products and thus accelerate the transition towards digital processes.

Digital transformation needs a new understanding of leadership: Networked working, agile methods and the ability to actively shape change. We are committed to targeted training, digital training formats and continuous training in order to make executives fit for the requirements of a modern administration. This includes a culture that motivates employees, promotes innovation and future-proofs the city administration. That's why we are committed to digital qualification programs for executives. Training courses on agile methods and networked work make the administration fit for digital transformation and form a motivating, future-oriented management culture.

We want to consistently reduce bureaucracy in Wiesbaden with the help of digital solutions. In the future, administrative processes will be standardized, automated and largely paperless. Digital forms, online appointments and unsolicited procedures save citizens and companies time and reduce frustration. At the same time, this increases the efficiency of the administration and creates space for real service instead of paperwork. This creates a modern, service-oriented administration that serves people and uses resources sensibly.

We want to have the use of AI consistently tested and are committed to ensuring that AI is only used where it creates clear added value. The goal is a modern administration that works efficiently, supports employees and improves service for Wiesbaden residents. This is also always done with regard to data protection and transparency.

Wiesbaden’s digital administration services are to be developed in such a way that they are accessible to all – user-friendly, multilingual and barrier-free. Forms and services are simplified, mobile devices are better taken into account and help offers are integrated. In doing so, we are creating an administration that does not exclude anyone and enables all citizens to deal with their concerns quickly and easily online.

We want to connect the Wiesbaden administration to the Germany-wide authority number 115. For example, citizens and businesses have a competent contact point for all government issues – from waste disposal to vehicle registration. This facilitates access, reduces bureaucracy and strengthens citizen service.

The Digital Gender Gap study shows: Women often use digital services less confidently, which makes it difficult for them to access online citizen services such as applications, appointment bookings or digital information.

We focus specifically on strengthening the participation of women in IT and administration, aim to promote female role models and the expansion of networks, and support programs that improve equal opportunities and visibly reduce the gender gap in Wiesbaden.

We consistently position Wiesbaden's IT procurement and IT operations in a sustainable manner: From fair procurement to the use of refurbished devices, to data centers that work entirely with renewable energy. In this way, we combine digital innovation with ecological responsibility.

We GRÜNE are committed to the establishment of an Innovation Council in Wiesbaden, which brings together administration, politics, business, science and Wiesbaden residents on a permanent basis. The aim is to actively shape digital developments, pool knowledge and develop practical solutions for the city. The Innovation Council should meet regularly, take up current challenges and initiate pilot projects – from smart mobility to digital participation and administrative modernisation. This continuous exchange creates transparency, trust and a culture of cooperation. Wiesbaden is thus positioning itself as a pioneer city that not only implements digitization, but also shapes it together.

What we have already achieved

With its digital mission statement, Wiesbaden has developed clear principles for the management of the future. It defines standards for digital services, internal processes and the use of new technologies to ensure modern, citizen-friendly and efficient administration.

The central digitization of the city strategy ensures that all digital projects of the city are coordinated and implemented sustainably. With the annual update, goals and measures are regularly adjusted so that Wiesbaden continues to advance digitally.

The city of Wiesbaden is fundamentally modernizing its administration. Administrative transformation means: Processes are simplified, decisions are made faster and digital tools are used in a targeted manner. At the same time, the working culture is changing – away from rigid hierarchies towards more cooperation. For citizens, this means: Concerns are dealt with more quickly, information is more accessible, and the administration as a whole becomes more comprehensible and closer to citizens.

In order to remain efficient in the future, the city of Wiesbaden relies on innovative job management. Behind this is a more modern type of personnel planning: Open positions are filled more flexibly, at times positions are also bundled for projects, and applications can be processed digitally. As a result, the administration reacts better to the shortage of skilled workers and ensures that important tasks - from daycare to building authorities - are reliably fulfilled.

With Wintra, a central inner-city intranet was set up for all urban employees. It bundles information, digital services and administrative processes in one place and facilitates internal communication and collaboration within the administration.

The introduction of digital space booking systems as part of New Work makes the use of urban workspaces more efficient. Employees can flexibly reserve workstations and meeting rooms, which enables modern, flexible forms of work in the administration.

The creation of a digital twin creates a virtual image of Wiesbaden – a detailed 2D and 3D representation of the city, complemented by up-to-date data on buildings, transport, the environment and infrastructure. This digital model makes it possible to simulate developments and make visible scenarios that would be difficult to experience in the real world. In this way, urban planning, climate protection and mobility can be specifically supported: For example, the effects of new construction projects, shading by buildings, flood or heat loads as well as traffic flows can be examined in advance. The digital twin makes complex connections transparent and comprehensible for administration, politics and citizens – and thus creates a sound basis for sustainable decisions.

The data center of the municipal service provider WiTCOM is now fully powered by natural electricity. In doing so, we have taken an important step towards climate-friendly digitalisation.

Wiesbaden makes construction processes faster, more transparent and digitally accessible. Architects and builders can submit building applications as well as applications for building permits and monument protection completely online. With the hybrid construction application since 2023, the digital submission of documents as a PDF is possible – paper copies are only required once more. At the same time, digital file access enables builders to view building files online and upload required documents directly. This makes approval processes much more efficient and convenient for everyone involved.

Wiesbaden actively supports companies in their digital transformation. The Wiesbaden 2030 Crafts Agenda specifically promotes craft businesses through the expansion of fiber optic infrastructure and the development of innovative smart city solutions. In addition, as of 2025, the company account will introduce central digital access to urban services, allowing companies direct, convenient access to all relevant services.
