There is culture, but there is so much more: Their diverse offerings create occasions for encounters, open up new perspectives and provide orientation in everyday life. Their centrifugal forces have a positive effect on personal development as well as on social cohesion. Therefore, cultural participation is a human right enshrined in the Universal Declaration of Human Rights and the UN Convention on the Rights of Persons with Disabilities.

Art and culture are children of freedom. In order to develop and develop, Wiesbaden's cultural landscape must be preserved in its diversity and protected against any political influence.

Promotion of culture is the protection of democracy

Culture is more than entertainment. It encourages encounters, encourages reflection and strengthens our democratic coexistence. Culture shows different voices and lifestyles and makes them tangible. Diversity and inclusion are lived here, health and social cohesion are promoted.

Culture is therefore a key pillar of an open and democratic society.



Culture is a location factor

An attractive cultural offer strengthens Wiesbaden's tourism and increases the attraction for business settlements, the influx of skilled workers and students and binds people to our city.

Culture as a development engine

Culture explores boundaries and critically accompanies social processes. She licks, is uncomfortable and breaks taboos. Culture is an experimental field in which democracy can be practiced and negotiation processes can be lived. Culture is thus an indispensable impetus for a future-oriented further development of a democratic society.

Culture creates freedom

Cultural participation is not a ‘nice to have’, but a human right. Culture provides inspiration and encourages reflection. Cultural education broadens the horizon, strengthens tolerance and self-efficacy. Cultural spaces provide safe spaces to promote the development of one’s own identity. Culture offers a real shared experience and leads together instead of dividing.



Culture is urban development

In Wiesbaden, too, the growing online trade is leaving its mark. The vacancy is growing. Specialty shops and even large department stores are in trouble. A deserted city centre is not only unattractive, but uncertainty – whether real or felt – is also quickly becoming an issue there.

The creative and cultural potential of our city can build bridges here: The use of vacancy, the creation of ‘third places’, the revitalisation of squares with events and the establishment of clubs and gastronomy create new places of encounter that increase the attractiveness of the city centre.



What we want to do specifically in this area

Künstlerhaus43, VHS, Stadtmuseum, Kreativfabrik, KONTEXT or Tanzhaus – they are all particularly united: Culture needs spaces, inventory protection and clear perspectives. We therefore support cultural urban development through the reuse of vacancy, the further development of the KULTurCAMPu and the emergence of new ‘third places’, such as the WALHALLA.

Environmental and social sustainability is also an important goal in culture. However, there is often a lack of know-how and financial resources to implement sustainable ideas. We therefore want to facilitate access to existing funding opportunities through advice and improve the transfer of knowledge between cultural institutions through regular workshops and the continued support of TourCert and Ökoprofit or industry-specific certification standards.

Promoting culture is not a luxury you have to afford. The promotion of culture is the protection of democracy. That is why it is particularly important in economically and politically difficult times that cultural promotion does not get under the wheel. When subsidies depend on political arbitrariness and unwelcome content is removed, the cornerstones of our democracy are in danger. We GREEN therefore stand for the preservation of our diverse cultural landscape, for the lobby of the Cultural Advisory Board, for the further promotion of the Department of Engagement in Culture and for the implementation of the Cultural Development Plan.

Open stages, studios and socio-cultural centres are the creative humus of society. This is where new ideas and cross-sectoral projects emerge. We Greens want their support to be sustained and to put an end to discrimination against cultural institutions of the city and the countryside in order to improve financial security for artists and cultural professionals.

The Hessian State Theatre with the International Maifestspiele and Wiesbaden's Biennale reach numerous people from Wiesbaden and beyond the city limits. We want to achieve a greater participation of the country in the financing of the State Theatre and are committed to opening up the house to as many population groups as possible.

Cultural diversity makes Wiesbaden lively and attractive for tourists, professionals, students and companies. We want to make the cultural scene even more visible in our external presentation, further strengthen the cooperation between culture, tourism and business and anchor culture as a permanent cooperation partner of urban development.

Art in public space creates meeting places and lively exhibition spaces. It promotes local artists and increases identification with the city and the local scene. We want to work for spaces and a temporary exhibition of art in public space.

The example of the Youth Culture Festival shows impressively that young people show great interest in not only participating in the organisation of cultural events, but also in shaping them themselves. We want to work to expand the opportunities for participation and self-determined participation in the field of culture for young people together with the partners of youth work and the independent scene.

In order to strengthen the nightlife in Wiesbaden as a whole, we continue to hold on to the creation of a place for a night mayor. It is intended to bring together the various actors of the night economy with politics, administration and citizens, to break down obstacles, to create mutual understanding, to help shape urban development and to promote the settlement of clubs and gastronomy.

We also want to make the event calendar of the city of Wiesbaden mobile experienceable in the ‘Alles Wiesbaden’ app and thus further increase the visibility of the culture.

What we have already achieved

All people should be able to participate in culture. That's why we launched the free membership in the city library. In order to introduce young people to culture at an early stage, the Cultural Education in Schools funding programme was also set up. The funding programme for intercultural projects specifically supports artists, associations and initiatives from various cultural backgrounds in order to launch projects for a wide range of audiences.

With the relocation of VHS to the city centre and the start of the renovation of Walhalla as a third location, two first projects are underway that, in cooperation with cultural and educational institutions, are intended to increase the attractiveness of Wiesbaden's city centre.

Together with the partner network, TourCert is also implemented as a certification for cultural institutions. Eco-profit is also open to cultural institutions. Borrowing instead of buying reduces resource consumption and individual ecological footprint. For the sustainable use of resources, we have provided for the establishment of a library of things in the city library, where objects of everyday use can be borrowed free of charge.
In October 2025, the city of Wiesbaden will hold its first major sustainability conference with Wiesbaden's cultural institutions to promote knowledge transfer and exchange among cultural institutions.

In order to achieve transparency and minimise the influence of politics on the promotion of culture, a specialist advisory board was established and its recommendations on institutional support were largely implemented. The cultural development plan is being implemented successively.
