Unlike private companies, municipal holdings are committed to the common good in the performance of municipal tasks. They serve services of general interest, such as water supply, housing or public transport. In order to be able to provide their services economically and at affordable prices, they have a certain freedom of action. In doing so, they are subject to democratically legitimised decisions in terms of their objectives and the scope of their activities.

What we want to do specifically in this area
The municipal shareholdings are owned by the public sector and are to be budgeted sparingly. The adequacy of expenditure in relation to the public contract is to be regularly reviewed.
In the supervisory bodies of the municipal investment companies, we want to draw on the expertise of the population. To this end, we want to call more knowledgeable citizens.
We are committed to providing the investments with the equity capital they need for their business activities. This is also to support an active role of the municipality in the real estate and land market, for example in the purchase of the ‘Red Skyscraper’ in the Schelmengraben.
An investment code regulates the distribution of responsibilities and responsibilities within the group of investment companies. We are consistently continuing the revision that has been initiated in order to eliminate existing ambiguities. The Model Code for Public Participations (the ‘German Public Corporate Governance Model Code’) provides good guidance. The new code of participation is intended to help all those responsible to take greater account of goals such as gender equality or climate protection.
What we have already achieved
The filling of management positions of important investment companies such as ESWE Verkehrsgesellschaft or SEG Stadtentwicklungsgesellschaft with highly qualified and experienced women is a great luck for our city. Both maintain a cooperative cooperation with the city administration and enjoy the trust not only of the employees, but also of the city society.
Wiesbaden has been implementing municipal heating planning since autumn 2024. ESWE Versorgungs AG connects areas such as energy, transport and buildings in order to make infrastructures more efficient and to exploit synergy effects. The aim is to make better use of renewable energy and reduce CO2 emissions.
