Kindergarten and full-day childcare

Early childhood education and reliable care are crucial for equal opportunities, family-friendliness and the future of our city. All children have the right to the best possible education and care from the outset. Early childhood education is the foundation for equal opportunities and social participation. At the same time, reliable childcare enables parents and single parents to better reconcile family and work.

We want to continue to develop Wiesbaden into a child- and family-friendly city, where every child receives the best possible starting opportunities. A good infrastructure at daycare places and all-day care is a basic requirement for this. We are committed to creating these.

What a good infrastructure of Kindergarten and full-day childcare means for us

Equal opportunities and participation

All children have access to quality care – including daycare centres and schools, and digital translation services promote equal opportunities for all.

Education from the beginning

High-quality pedagogical concepts, qualified specialists and modern rooms ensure learning and development opportunities for every child.

Family friendliness

Non-contributory or reduced daycare places, all-day care, holiday offers and KiEZe (Children's Parent Centres) make it easier to reconcile work and family life.

Sustainability and sustainable infrastructure

Energy-efficient renovations, climate-friendly building concepts and modern outdoor areas create healthy, resource-saving learning environments.

Innovation and digital participation

Digital tools such as Kids Fox improve communication, organization and accessibility, and promote multilingualism.

District orientation and quality

KiEZe and local daycare centres strengthen local networking, promote community and continuously ensure high-quality support through further training and quality standards.

What we want to do specifically in this area

We work with the state to ensure that children's day care centres are free of charge. Until then, we want to continue the existing urban contribution scheme, which reduces contributions for large families and exempts from contributions for low-income families.

Educational quality begins at an early age. We GRÜNEN are committed to the needs-based expansion of daycare facilities in Wiesbaden, with high-quality care concepts and sufficient pedagogical specialists who deserve fair working conditions. In doing so, we are specifically looking at the urban areas with a critical supply situation. In other districts, however, there is now an oversupply. Therefore, a tightening up of the kindergarten expansion strategy is necessary, with the claim to use financial resources more specifically and to enable more flexibility in changing needs (e.g. U3 versus elementary area). This requires a comprehensive inclusion of planning parameters such as birth rate and the changed demand for daycare places through new construction projects.

We want to create additional daycare places through an accelerated construction program and innovative room concepts. Existing facilities are being energetically refurbished and modernised to provide our children with a healthy learning environment and at the same time achieve climate protection goals. Especially with the offer of all-day care in the day care centers and the expansion of all-day schools, a building and an outdoor area, which offer a good quality of stay even on hot days, are important.

We ensure that there are enough barrier-free and inclusive daycare centers and schools in our city.

The ‘All-Day Pact’ is a model that offers voluntary care from 7:30 a.m. to 5:00 p.m. at primary schools and primary levels of special needs schools five days a week. In Wiesbaden, 11 schools are currently participating in the all-day pact, with a total of 2,679 children (as of August 2024). From the school year 2026/27, there is a legal entitlement to full-time care for primary school children. We want to invest in a reliable all-day offer at all Wiesbaden primary schools. For this purpose, we want to create the necessary premises, promote multi-professional teams and support the development of pedagogical concepts that meaningfully combine learning and leisure time and enable all children to have equal educational opportunities.

We convert the catering in all municipal daycare centers and schools to at least 50 percent bio-regional products. Through cooperation with local producers, we create short supply chains and introduce a transparent labelling system that teaches children about sustainable nutrition in a playful way. We are also committed to offering at least one full-fledged vegan alternative to offer children with different diets or allergies a suitable option.

We are committed to ensuring that all families have equal access to education and care, regardless of language and origin. Since 2025, the city of Wiesbaden has supported the Kids Fox app in all 42 municipal daycare centers, which supports parents and daycare staff in communication and organization and automatically translates content into 27 languages. We also want to promote digital solutions for schools: With Schoolfox and similar applications, teachers, students and parents should be able to communicate with each other efficiently and barrier-free. We are reviewing a centralized delivery through the Media Center to ensure consistent usage, data protection compliance, and linguistic diversity. In this way, we combine digital innovation with equal opportunities and make access to education easier and more transparent for all families.

With the KinderElternZentren (KiEZe), families are strengthened directly in their districts. For several years now, the KiEZe in Wiesbaden – for example in Klarenthal, Schelmengraben, Westend and Biebrich – have been offering advice, education and meetings. These serve as low-threshold contact points in the districts and offer flexible childcare, parenting cafés and educational advice from a single source – this is an important offer, especially for single parents and families in challenging situations. The KiEZe network daycare centres, social services and neighbourhood initiatives and thus promote community and equal opportunities. We Greens supported this concept early on and are committed to further strengthening the existing KiEZe and expanding it to other districts.

Good cooperation between parents and daycare centres promotes the best interests of the child and the quality of care. In addition to one-on-one meetings and parental evenings, participation in parental advisory boards – including across institutions – is an important element of participation. We therefore want to strengthen the work of the parents' advisory boards in the daycare centers as well as their city-wide networking.

What we have already achieved

Since 2022, we have significantly expanded day care in Wiesbaden: In the daycare year 2024/25, 10,308 places were available – 227 more than in the previous year, with the number of children in Wiesbaden falling (2020/21 11,062, 2024/25 10,912). In the U3 area, the available space of 37.7% in 2020/21 to 41.1% in 2024/25 and in the elementary range of 90% in 2020/21 to 94,4%increase in 2024/2025. This allowed more families to combine work and childcare.

New facilities have been created, especially in new construction areas such as the Carinthian quarter. Thus, the supply in high-growth districts has been specifically improved.

Since 2025, the Kids Fox app has been introduced in all 42 urban daycare centres. This supports parents and nursery staff in communication and organization. The application offers an automatic translation function in 27 languages.

Already 62 % Primary school children are now taking advantage of afternoon care. This is a major step towards the implementation of the legal right to full-time care.

Measures for quality development in day care centres and all-day activities have been implemented. This includes further training for pedagogical professionals, the introduction of binding quality standards and the regular evaluation of the care facilities. This ensures that children are reliably, individually supported and cared for in a family-friendly manner. Parents can rely on high-quality offers, and the care supports the child's development in the best possible way.

The holiday care services for children and adolescents have been significantly expanded. Through the cooperation of the city with various partners, additional programs have been created that meet the needs of families. Projects such as the summer holiday games in the Cyperus Nature Park, for example, offered children the opportunity to spend their holidays in a natural environment. In addition, we Greens are committed to integrating holiday offers into the urban holiday programme to ensure a better overview and accessibility for all families, regardless of their income or living situation.
