Zato mora biti cilj stanovanjske politike ponudba cenovno dostopnih stanovanj za vse v kakovostnih in zadostnih koli\u010dinah. V Wiesbadnu je tudi znatno pomanjkanje cenovno dostopnih stanovanj, medtem ko nara\u0161\u010dajo\u010de najemnine in cene zemlji\u0161\u010d pove\u010dujejo socialni razkorak. Zato potrebujemo mo\u010dan stanovanjski sektor v Wiesbadnu, ki je usmerjen v skupno dobro, v katerem so stanovanja trajno dru\u017ebeno vezana. Zato \u017eelimo izkoristiti vse mo\u017enosti za ustvarjanje cenovno dostopnih stanovanj, zlasti za skupno dobro, in jih dolgoro\u010dno zagotoviti.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zagotovili smo, da je mesto v preteklem parlamentarnem obdobju pove\u010dalo stopnjo socialnih obveznic za velike mestne in zasebne nove gradbene projekte na 40 odstotkov in \u017eelimo, da se v prihodnosti dr\u017ei tega. Poleg tega smo si prizadevali podalj\u0161ati najemno zavoro za obstoje\u010de najemnine v ob\u010dinskih stanovanjskih dru\u017ebah GWW in GeWeGe, tako da zvi\u0161anje najemnine ostaja precej pod zakonsko dolo\u010deno zgornjo mejo. Na ta na\u010din \u017eelimo dolgoro\u010dno prepre\u010diti razseljevanje in zagotoviti cenovno dostopna stanovanja.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zaradi teh dveh ukrepov ostaja vi\u0161ina obstoje\u010dih najemnin stabilna, s tem pa tudi vi\u0161ina najemnine. Stopnja najemnine ka\u017ee, kako visoke so lokalne primerjalne najemnine. Redno se pripravlja na podlagi \u0161tevilnih obstoje\u010dih najemnih pogodb in zagotavlja, da najemnine ostanejo pregledne in razumljive.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dr\u017eali se bomo dejstva, da ob\u010dinska podjetja na splo\u0161no ne najemajo nad povpre\u010djem v indeksu najemnin za nove najemnine. Po drugi strani pa je aktivna zemlji\u0161ka politika, kot smo jo Zeleni razvili v Wiesbadnu, u\u010dinkovit strate\u0161ki instrument, ki ob\u010dino postavlja v vlogo akterja: Ciljno pridobiva, upravlja in razdeljuje zemlji\u0161\u010da.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zgodnje pridobivanje potencialnih razvojnih obmo\u010dij za urbane, stanovanjske in odprte prostore je temelj urbanega razvoja, slu\u017ei kot storitev splo\u0161nega pomena za dr\u017eavljane in ob\u010dinam omogo\u010da, da pove\u010dajo svoj vpliv na lokalni stanovanjski trg. Ob\u010dina se lahko odlo\u010di, komu bo predala nepremi\u010dnine ali zemlji\u0161\u010da. To je edini na\u010din, da se izognemo \u0161pekulacijam tretjih oseb z zemlji\u0161\u010di in dose\u017eemo gradnjo cenovno dostopnih stanovanj. Ob\u010dina se lahko odlo\u010di, ali bo razvila stanovanja, socialno infrastrukturo v obliki centrov za dnevno varstvo ali \u0161ol ali pa bo na primer spodbujala varstvo okolja in podnebja. Aktivna politika tal tako krepi zmogljivost ob\u010din za ukrepanje.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zemlji\u0161ko politiko je treba na\u010drtovati aktivno in dolgoro\u010dno, da bi uresni\u010dili skupne dobro usmerjene cilje ob\u010dine. To strategijo \u017eelimo nadaljevati. Poleg tega podpiramo zbijanje in \u0161iritev, da bi bolje izkoristili obstoje\u010di prostor, ustvarili dodaten \u017eivljenjski prostor in zmanj\u0161ali potrebo po novih poselitvenih obmo\u010djih. Odlo\u010ditve o dru\u017ebeni rabi zemlji\u0161\u010d, dedni gradbeni zakonodaji, dodeljevanju konceptov in subvencioniranih stanovanjih bodo zdru\u017eene v enoten okvir. V prihodnosti: Novo stavbno zemlji\u0161\u010de za stanovanjske objekte je dolo\u010deno le, \u010de je vsaj 50 odstotkov obmo\u010dja v urbanih rokah ali preneseno. Na\u010deloma bi se morala uporabljati najmanj\u0161a gostota 80 stanovanjskih enot na hektar, \u010de se tipologija mest in struktura poselitve nista spremenili.
