Stoga cilj stambene politike mora biti ponuda cjenovno pristupa\u010dnog stanovanja za sve u dobroj kvaliteti i dovoljnim koli\u010dinama. U Wiesbadenu tako\u0111er postoji znatan nedostatak cjenovno pristupa\u010dnog stanovanja, dok rastu\u0107e najamnine i cijene zemlji\u0161ta pogor\u0161avaju dru\u0161tveni jaz. Stoga nam je potreban sna\u017ean stambeni sektor u Wiesbadenu koji je usmjeren prema op\u0107em dobru, u kojem su stanovi trajno dru\u0161tveno vezani. Bilo da obitelji tra\u017ee ve\u0107i dom ili starije osobe koje \u017eele smanjiti broj stanovnika, svatko mora biti u mogu\u0107nosti prona\u0107i cjenovno pristupa\u010dan dom. Stoga \u017eelimo iskoristiti sve mogu\u0107nosti za stvaranje cjenovno pristupa\u010dnog stanovanja, posebno za op\u0107e dobro, te ga dugoro\u010dno osigurati.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Osigurali smo da je grad pove\u0107ao stopu dru\u0161tvenih veza za velike urbane i privatne nove gra\u0111evinske projekte na 40 posto u pro\u0161lom parlamentarnom sazivu i \u017eelimo da se dr\u017ei toga u budu\u0107nosti. Osim toga, radili smo na pro\u0161irenju ko\u010dnice za najam za postoje\u0107e najamnine u op\u0107inskim stambenim tvrtkama GWW i GeWeGe, tako da pove\u0107anja najamnine ostanu znatno ispod zakonske gornje granice. Na taj na\u010din \u017eelimo sprije\u010diti raseljavanje i dugoro\u010dno osigurati cjenovno pristupa\u010dno stanovanje.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kao rezultat tih dviju mjera postoje\u0107e najamnine ostaju stabilne u svojem iznosu, a time i razini najamnine. Razina najma pokazuje koliko su visoke lokalne usporedne najamnine. Redovito se sastavlja na temelju mnogih postoje\u0107ih najmova i osigurava da najamnine ostanu transparentne i razumljive.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dr\u017eat \u0107emo se \u010dinjenice da op\u0107inske tvrtke op\u0107enito ne iznajmljuju vi\u0161e od prosjeka u indeksu najma za nove najamnine. Osim toga, podr\u017eavamo stanare u novim najamninama pru\u017eanjem dodatnih informacija i savjeta uz indeks najma kako bismo pobolj\u0161ali provedbu savezne ko\u010dnice cijena najma.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pridr\u017eavamo se specifikacija gusto\u0107e razlu\u010divosti gra\u0111evinskog zemlji\u0161ta: Za nova gra\u0111evinska podru\u010dja predvi\u0111eno je najmanje 80 stambenih jedinica po hektaru, uz iznimku 50 stambenih jedinica u ruralnim predgra\u0111ima, pod uvjetom da se o\u010duva lokalni karakter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Osim toga, \u017eelimo nastaviti podupirati izgradnju stanova za nau\u010dnike i tvrtke, kao i studentskih domova.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"oc95\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-oc95\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Donijeti \u0161to vi\u0161e zemlje u ruke grada<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-oc95\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Tlo je oskudna, neponovljiva roba koja ne mo\u017ee biti podvrgnuta samo tr\u017ei\u0161tu. S druge strane, aktivna zemlji\u0161na politika, kako smo je mi Zeleni napredovali u Wiesbadenu, u\u010dinkovit je strate\u0161ki instrument kojim se op\u0107ina stavlja u ulogu aktera: Stje\u010de, upravlja i raspodjeljuje zemlji\u0161te na ciljani na\u010din.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rano stjecanje potencijalnih razvojnih podru\u010dja za urbane, stambene i otvorene prostore temelj je urbanog razvoja, slu\u017ei kao usluga od op\u0107eg interesa za gra\u0111ane i omogu\u0107uje op\u0107inama da pove\u0107aju svoj utjecaj na lokalno tr\u017ei\u0161te stambenih nekretnina. Op\u0107ina mo\u017ee odlu\u010diti kome \u0107e predati nekretninu ili zemlji\u0161te. To je jedini na\u010din da se izbjegnu \u0161pekulacije sa zemlji\u0161tem od strane tre\u0107ih strana i da se postigne izgradnja cjenovno pristupa\u010dnog stanovanja. Op\u0107ina mo\u017ee odlu\u010diti ho\u0107e li se razvijati stanovanje, socijalna infrastruktura u obliku centara za dnevnu skrb ili \u0161kola ili se, na primjer, promi\u010de za\u0161tita okoli\u0161a i klime. Aktivnom politikom u podru\u010dju tla stoga se ja\u010daju op\u0107inski kapaciteti za djelovanje.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kopnena politika mora se planirati aktivno i dugoro\u010dno kako bi se proveli op\u0107inski ciljevi usmjereni na op\u0107e dobro. \u017delimo nastaviti ovu strategiju. Na taj na\u010din kre\u0107emo putem koji gradovi poput Ulma, M\u00fcnstera i Hamburga uspje\u0161no slijede ve\u0107 desetlje\u0107ima.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"jdca\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-jdca\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Koristite nasljedno gra\u0111evinsko pravo<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-jdca\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Sve se vi\u0161e oslanjamo na nasljedno gra\u0111evinsko pravo pri dodjeli gra\u0111evinskog zemlji\u0161ta kako bismo zemlji\u0161te trajno dr\u017eali u op\u0107inskim rukama. Nasljedna kamatna stopa od 1,0% (ili, ako je potrebno, manje) za inicijative koje su posebno vrijedne financiranja.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"zee1\" style=\"background:var(--color-header-middle-bg);color:var(--color-content-heading);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-zee1\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Promicanje raspodjele koncepata i stanovanja u zajednici<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-zee1\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">\u017delimo pro\u0161iriti alokaciju stambenog gra\u0111evinskog prostora prema najboljem konceptu (konceptna alokacija). Promicanjem zajedni\u010dkog \u017eivota ja\u010damo susjedstvo i stvaramo dru\u0161tvene veze.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"pffb\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-pffb\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Iskori\u0161tavanje potencijala unutarnjeg grada<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-pffb\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">\u017delimo uvesti zakon o slobodnom radnom mjestu u skladu s hesijskim dr\u017eavnim zakonom i ograni\u010diti pretvorbu u apartmane za odmor. Osim toga, podr\u017eavamo zbijanje i \u0161irenje kako bismo bolje iskoristili postoje\u0107i prostor, stvorili dodatni \u017eivotni prostor i smanjili potrebu za novim podru\u010djima naseljavanja. Namjera je omogu\u0107iti op\u0107inama s napetim tr\u017ei\u0161tima stambenih nekretnina izradu statuta protiv \u0161pekulativnih slobodnih radnih mjesta. Ve\u0107 smo uputili na\u0161u upravu da pripremi odgovaraju\u0107i nacrt statuta kako bi grad mogao djelovati odmah nakon odluke zakona dr\u017eavne vlade.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"uda5\" style=\"background:var(--color-header-middle-bg);color:var(--color-content-heading);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-uda5\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Rezolucija gra\u0111evinskog zemlji\u0161ta za socijalno i klimatski prihvatljivo stanovanje<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-uda5\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Novom rezolucijom gra\u0111evinskog zemlji\u0161ta stvorili smo jasne smjernice za socijalno pravedan i klimatski prihvatljiv urbani razvoj. Odluke o dru\u0161tvenom kori\u0161tenju zemlji\u0161ta, nasljednom gra\u0111evinskom pravu, dodjeli koncepata i subvencioniranom stanovanju objedinit \u0107e se u jedinstveni okvir. U budu\u0107nosti: Novo gra\u0111evinsko zemlji\u0161te za stanovanje odre\u0111eno je samo ako je najmanje 50 posto podru\u010dja u urbanim rukama ili preneseno. U na\u010delu bi se trebala primjenjivati najmanja gusto\u0107a od 80 stambenih jedinica po hektaru, pod uvjetom da se urbana tipologija i struktura naselja nisu promijenile. Time se stvaraju sigurnost planiranja, cjenovno pristupa\u010dno stanovanje i kompaktan urbani razvoj u kojem se u\u010dinkovito iskori\u0161tavaju resursi, \u0161to je u\u010dinkovit alat protiv sve ve\u0107ih najamnina i potro\u0161nje zemlji\u0161ta.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"mebf\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-mebf\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Aktivna zemlji\u0161na politika za stanovanje za op\u0107e dobro<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-mebf\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Mi Zeleni smo uspostavili Wiesbadenovu politiku aktivnog tla. Cilj je stjecanje zemlji\u0161ta u ranoj fazi kako bi se sprije\u010dile \u0161pekulacije i omogu\u0107ilo socijalno stanovanje. Tlo nije roba, ve\u0107 temelj op\u0107eg dobra. Urbana nekretnina mo\u017ee se koristiti posebno za cjenovno pristupa\u010dno stanovanje, socijalnu infrastrukturu ili za\u0161titu klime. Na taj na\u010din grad i dalje mo\u017ee djelovati i odlu\u010divati o vlastitoj upotrebi i dodjeli. Taj model \u2013 uspje\u0161an u gradovima kao \u0161to su Ulm ili M\u00fcnster \u2013 ja\u010da snagu gradskog dizajna, dugoro\u010dno osigurava cjenovno pristupa\u010dno stanovanje i osigurava socijalno uravnote\u017een i odr\u017eiv urbani razvoj.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"sffe\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-sffe\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Stanovni\u0161tvo s ve\u0107om socijalnom potporom<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-sffe\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Wohnbaugesellschaft GWW, op\u0107inska investicijska tvrtka grada Wiesbadena, prvi je put dosegla zalihe od vi\u0161e od 14.000 stanova i time ja\u010da cjenovno pristupa\u010dno stanovanje usmjereno na javni interes u Wiesbadenu.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Primjeri kao \u0161to su projekt K\u00e4rntner Viertel, projekt Sch\u00f6nau-Quartier ili projekt Kastel-Housing pokazuju kako op\u0107inska politika aktivno oblikuje razvoj susjedstva: S pravilima igre odr\u017eivog razvoja susjedstva, koju smo GR\u00dcNEN zna\u010dajno inicirali (<\/span><a href=\"https:\/\/www.wiesbaden.de\/medien\/downloads\/leben-in-wiesbaden\/amt-61\/staedtebau\/Uebersicht-der-Spielregeln.pdf\"><span style=\"font-weight: 400;\">LINK<\/span><\/a><span style=\"font-weight: 400;\">) osigurati da nove stambene \u010detvrti budu ne samo socijalno mje\u0161ovite, prilago\u0111ene obitelji i dobi, ve\u0107 i izgra\u0111ene na energetski u\u010dinkovit na\u010din kojim se \u0161tede resursi te da se u planiranje uklju\u010de zelena infrastruktura, urbano zelenilo optimizirano za klimu, osjetljivo upravljanje vodama, obnovljiva energija i nova mobilnost.
