Podru\u010dje nije vi\u0161estruko. Stoga je potrebno prvo koristiti podru\u010dja unutar postoje\u0107ih zgrada prije nego \u0161to se razviju na otvorenom (unutarnji razvoj prije vanjskog razvoja). One uklju\u010duju mjere za vi\u0161e sjen\u010danja, dodatne zelene povr\u0161ine vi\u0161estrukim kori\u0161tenjem zemlji\u0161ta, zatvaranje stoka, vodu u okrugu i koncepte odr\u017eive mobilnosti.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zgrade grada i njegovi udjeli grade se u skladu s vode\u0107im na\u010delima i povezanim smjernicama odr\u017eive gradnje \u2013 s niskom potro\u0161njom energije i sustavima grijanja bez fosilnih goriva. Time se smanjuju emisije stakleni\u010dkih plinova i tro\u0161kovi u dugoro\u010dnom razdoblju.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gdje god je to mogu\u0107e, \u017eelimo osigurati da povr\u0161ine budu otpe\u010da\u0107ene. Posebno u gusto izgra\u0111enim \u010detvrtima kao \u0161to su Westend, Rheingauviertel i Biebrich-Mitte, ponovno \u0107e se stvoriti zelenije.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"t2ba\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-t2ba\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Promicanje razvoja interijera \u2013 kori\u0161tenje podru\u010dja prenamjene u korist grada<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-t2ba\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Kako bi se ograni\u010dilo brtvljenje podru\u010dja u na\u0161oj vrlo kompaktnoj regiji, potrebno je sustavnije koristiti mogu\u0107nosti zbijanja nego prije.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bolja baza podataka, dosljedna primjena inovacija u gra\u0111evinskom pravu (npr. u izgradnji krovova), ali i spremnost na inovativna rje\u0161enja poma\u017eu. Stoga \u017eelimo da se grad Wiesbaden aktivno bavi mogu\u0107nostima nadgra\u0111a supermarketa i parkirali\u0161ta te da razgovara s vlasnicima.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Podru\u010dja BKA i dr\u017eavne policije koja \u0107e biti oslobo\u0111ena u budu\u0107nosti nude poseban potencijal za unutarnji razvoj. \u017delimo pomo\u0107i oblikovati budu\u0107u upotrebu kroz promjene B-Plana. Stoga bi to trebalo biti mogu\u0107e samo u smislu na\u0161e sanacije gra\u0111evinskog zemlji\u0161ta, ako je grad barem dio vlasnika podru\u010dja. Za podru\u010dja BKA koja su u saveznom vlasni\u0161tvu, grad ima prvo pravo pristupa. Kako bi se to iskoristilo pod povoljnim uvjetima, mora postojati urbanisti\u010dki okvirni plan. Zala\u017eemo se za to i osiguravamo da aktivna zemlji\u0161na politika bude odgovaraju\u0107e opremljena financijskim sredstvima. Tek tada je mogu\u0107 urbani razvoj pod uvjetima na\u0161e op\u0107ine.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"g3f0\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-g3f0\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Grad siroma\u0161an automobilima<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-g3f0\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">\u017delimo da grad planira nove \u010detvrti prema na\u010delu kratkih udaljenosti. Svakom novom okrugu potreban je koncept prijevoza i mobilnosti. Obuhva\u0107at \u0107e \u010detvrtine gara\u017ea, stanice za pakete, zajedni\u010dko kori\u0161tenje automobila i objekte za skladi\u0161tenje bicikala.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Predani smo sigurnim, tihim stambenim podru\u010djima bez prometa, na primjer jednosmjernim ulicama ili prometnim barijerama, kao \u0161to je Adolfsallee.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ceste bi trebale biti osmi\u0161ljene tako da automobili mogu sporije putovati i da svatko, bilo pje\u0161ice, biciklom ili automobilom, mo\u017ee sigurno putovati. Djeca bi trebala sigurno do\u0107i u \u0161kolu, a prikladne ceste trebale bi se koristiti kao igrali\u0161ta i mjesta za boravak ljeti. U tu se svrhu ve\u0107 moraju utvrditi odgovaraju\u0107i kriteriji za razvojne planove. Na\u0161 je cilj zadr\u017eati kori\u0161tenje zemlji\u0161ta na najni\u017eoj mogu\u0107oj razini i izbje\u0107i velika, potpuno zatvorena podru\u010dja, kao \u0161to su parkirna mjesta, ili barem osigurati sekundarnu uporabu fotonaponskih sustava.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Razvijaju se jasna pravila i postupci za novi razvoj i obnovu postoje\u0107ih poslovnih prostora, koji se temelje na postoje\u0107im <\/span><i><span style=\"font-weight: 400;\">\u201ePravila igre za odr\u017eivi razvoj \u010detvrti\u201d <\/span><\/i><span style=\"font-weight: 400;\">orijentirati. Konkretno, naglasak je na odr\u017eivoj mobilnosti, pa\u017eljivom kori\u0161tenju prostora, u\u010dinkovitoj i odr\u017eivoj opskrbi energijom te odr\u017eivim rje\u0161enjima za isporuke i parkiranje kamiona.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"t66b\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-t66b\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Dru\u0161tveno i ekolo\u0161ki prihvatljiv grad<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-t66b\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">\u017delimo stvoriti smje\u0161taj za sve dohodovne skupine stanovni\u0161tva. Konkretno, naglasak je na subvencioniranom stanovanju. Gra\u0111evina mora postati jeftinija \u2013 preduvjet za to je cjenovno pristupa\u010dno zemlji\u0161te. Stoga \u0107emo nastaviti osiguravati strate\u0161ko stvaranje zaliha tla u glavnom gradu Wiesbadenu. Na taj na\u010din sprje\u010davamo investitore da grade isklju\u010divo skupe stanove. Direktivom o kori\u0161tenju socijalnog zemlji\u0161ta u Wiesbadenu od ulaga\u010da se zahtijeva da osiguraju 30 % subvencioniranog stanovanja, kao i izgradnju socijalne infrastrukture kao \u0161to su centri za dnevnu skrb i \u0161kole.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Za stambena podru\u010dja pridr\u017eavamo se cilja minimalne gusto\u0107e od 80 stambenih jedinica po hektaru. Za ruralna podru\u010dja koja ne prelaze 2 hektara primjenjuje se najmanja gusto\u0107a od 50 stambenih jedinica po hektaru. Odstupanja u korist prete\u017eno komercijalne uporabe u prizemlju trebala bi i dalje biti mogu\u0107a.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">S konceptualnim nagradama, grad Wiesbaden ve\u0107 promi\u010de \u0161irenje razli\u010ditih oblika stanovanja, kao \u0161to su projekti stanovanja u zajednici, izgradnja zadruga ili izgradnja zajednica. \u017delimo nastaviti s tim \u0161irenjem. Planiranje se temelji na pet tematskih podru\u010dja: \u201e\u017divi grad\u201d, \u201eZeleni grad optimiziran za klimu\u201d, \u201eOsjetljivo upravljanje vodama\u201d, \u201eObnovljiva energija\u201d i \u201eNova mobilnost\u201d. Tim su temama dodijeljene konkretne mjere. U budu\u0107nosti, op\u0107inske zgrade moraju biti izgra\u0111ene u skladu sa smjernicama BNB-a (Sustav procjene za odr\u017eivu gradnju), koje u jednakoj mjeri uzimaju u obzir ekolo\u0161ke, socijalne i gospodarske kriterije. Gospodarska u\u010dinkovitost ovdje zna\u010di da \u0107e gra\u0111evinski projekt i dalje biti ekonomi\u010dan u budu\u0107nosti, a ne samo u kratkoro\u010dnom razdoblju.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sredi\u0161nja je briga prenamjena postoje\u0107ih zgrada umjesto ru\u0161enja: Obnovom, energetski u\u010dinkovitom modernizacijom i fleksibilnim preoblikovanjem postoje\u0107e zgrade mogu se o\u010duvati i istodobno prilagoditi postoje\u0107im zahtjevima. Time se \u0161tede resursi i \u0161titi klima te pokazuje uspje\u0161nost odgovornog urbanog razvoja u pogledu okoli\u0161a, tro\u0161kova i op\u0107eg dobra. Uni\u0161tavanje je najgora od svih opcija. Budu\u0107i da se prilikom ru\u0161enja zgrade gubi sva energija koja je ve\u0107 u\u0161la u njezinu proizvodnju, od proizvodnje materijala do same izgradnje. U novoj zgradi ta se energija mora ponovno primijeniti. To uklju\u010duje brtvljenje povr\u0161ina, ozelenjivanje krovova i fasada, propusne obloge, redizajn javnih kvadrata te ugradnju grebena i retencijskih sustava za ciljanu infiltraciju ki\u0161nice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sredi\u0161nji projekt je redizajn trga Alsace, koji \u0107e u budu\u0107nosti slu\u017eiti kao zeleni gradski park s privremenim zadr\u017eavanjem ki\u0161e, a time i puferskim obilnim ki\u0161ama. Tim se konceptom osigurava da podru\u010dja istodobno ispunjavaju nekoliko funkcija, bilo da je rije\u010d o zelenim povr\u0161inama, uli\u010dnim povr\u0161inama, parkirali\u0161nim mjestima, sportskim i \u0161kolskim povr\u0161inama ili upotrebi u gospodarenju vodama. Cilj je okupiti interese razli\u010ditih aktera, u\u010dinkovito koristiti zemlji\u0161te i istodobno ispuniti socijalne, ekolo\u0161ke i klimatske zahtjeve.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"kd26\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-kd26\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">CLIMATE_PLAN<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-kd26\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Wiesbaden \u0107e do 2045. postati klimatski neutralan i za to su potrebni posebni zahtjevi. U tu je svrhu donesen CLIMATE_PLAN. KLIMA_PLAN obuhva\u0107a podru\u010dja djelovanja: Energija, mobilnost, klimatski prihvatljiv\/odr\u017eiv razvoj gradova i okruga te urbana mre\u017ea. Mjesta \u0107e biti vra\u0107ena u ono \u0161to su nekad bila: Sastanci za ljude iz susjedstva i zeleni \u201eplu\u0107a\u201d za susjedstvo. Njihov redizajn tako\u0111er doprinosi prilagodbi klimatskim promjenama, smanjuje grijanje u okrugu i istodobno pove\u0107ava slobodno vrijeme i kvalitetu \u017eivota. U okruzima koji se posebno zagrijavaju nastavit \u0107emo raditi na uklanjanju pe\u010data i preoblikovanju podru\u010dja u budu\u0107nosti.<\/span><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-tabs-section has_text_color\" id=\"jf79\" style=\"background:var(--color-header-transparent-text);color:var(--color-header-top-text-hover);\"><button class=\"w-tabs-section-header\" aria-controls=\"content-jf79\" aria-expanded=\"false\"><div class=\"w-tabs-section-title\">Rezolucija gra\u0111evinskog zemlji\u0161ta za socijalno i klimatski prihvatljivije stanovanje<\/div><div class=\"w-tabs-section-control\"><\/div><\/button><div  class=\"w-tabs-section-content\" id=\"content-jf79\"><div class=\"w-tabs-section-content-h i-cf\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><span style=\"font-weight: 400;\">Novom odlukom o gra\u0111evinskom zemlji\u0161tu objedinjujemo i koordiniramo brojne odluke donesene u pro\u0161losti na temu razvoja gra\u0111evinskog zemlji\u0161ta, kao \u0161to su dru\u0161tveno kori\u0161tenje zemlji\u0161ta, dodjela koncepata, nasljedno gra\u0111evinsko pravo, subvencionirano stanovanje i klimatski prihvatljiv razvoj naselja, u zajedni\u010dkoj smjernici. Kao rezultat toga, posti\u017eemo sigurnost planiranja i usmjerenost urbanog razvoja prema jasnim ciljevima. Rezolucija o gra\u0111evinskom zemlji\u0161tu pobjeda je za odr\u017eiv i socijalno pravedan razvoj Wiesbadena, s naglaskom na osiguravanju gra\u0111evinskog zemlji\u0161ta, za\u0161titi klime i cjenovno pristupa\u010dnom stanovanju.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rezolucijom gra\u0111evinskog zemlji\u0161ta stvaramo jasan okvir za politiku i administraciju o tome kako \u0107e se u budu\u0107nosti u Wiesbadenu razvijati novo gra\u0111evinsko zemlji\u0161te. U budu\u0107nosti: Nova gra\u0111evinska podru\u010dja za stambenu izgradnju prikazana su samo ako je najmanje 50 posto u vlasni\u0161tvu grada ili preneseno na njega. Osim toga, ako urbanisti\u010dko planiranje ima smisla ili je mogu\u0107e, trebala bi se primjenjivati minimalna gusto\u0107a od 80 stambenih jedinica po hektaru.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Samo se na taj na\u010din mogu ograni\u010diti i kontrolirati posljedice pregrijavanja tr\u017ei\u0161ta nekretnina u gradskom podru\u010dju Rajna \u2013 Majna te stvoriti cjenovno pristupa\u010dno stanovanje za sve dohodovne skupine. Wiesbaden tako slijedi cilj o\u010duvanja tla u njihovoj kvaliteti i funkciji kao neizostavnog sredstva za \u017eivot i osiguravanja njihovih funkcija za budu\u0107e generacije. U srednjoro\u010dnom razdoblju dosljedno upravljanje tlom dovodi do nulte neto potro\u0161nje.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">To zna\u010di: Dodatne povr\u0161ine ne smiju biti trajno zape\u010da\u0107ene. Zauzvrat, ako se stvore nove zgrade ili ceste, ve\u0107 izgra\u0111eno podru\u010dje mora se ponovno zatvoriti drugdje i vratiti na prirodne ili zelene povr\u0161ine. Kopnena politika mora se planirati aktivno i dugoro\u010dno kako bi se proveli op\u0107inski ciljevi usmjereni na op\u0107e dobro.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Na taj na\u010din kre\u0107emo putem koji gradovi poput Ulma, M\u00fcnstera i Hamburga uspje\u0161no slijede ve\u0107 desetlje\u0107ima.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rano stjecanje potencijalnih razvojnih podru\u010dja od strane op\u0107ina za urbane, stambene i otvorene prostore temelj je urbanog razvoja, slu\u017ei kao usluga od op\u0107eg interesa za gra\u0111ane i omogu\u0107uje op\u0107inama da pove\u0107aju svoj utjecaj na lokalno tr\u017ei\u0161te stambenih nekretnina.
